Sounds like the covers have enough misfit to rattle against the body of the transformer. Maybe put some gasket material between them and the body ? Cork or some other material to eliminate meatl to meatl contact. Tightening the covers can't eliminate all possible sources of a rattle like this all the time but a gasket would probably do it.
