All of your voltages are in the ballpark, but apparently there is not enough gain to get the lamp going. This could be caused by the lamp, the transistor or other circuit anomalies.

The two things that I suggest are:

1- Change the 47K input resistor at the base connection to a 4K7. This will allow more of the oscillator signal to hit the drive transistor.

2- Reduce the value of the drive transistor's emitter resistor. I don't know what transistor you used to replace the original, but you can lower the value to maybe as little as 10R without any problems. Just watch for two things- transistor heating and overvoltage of the lamp.
